[Diaspora] Consequences

I noticed in my quick perusal of Diaspora that the consequence-values
are -1/-2/-4, not either -1/-2/-3 or -2/-4/-6. 

What have those who have played noticed about that array in play?

What might be the differences in play results if the -2/-4/-6 array is
used instead, to align with where FATE v2.999999... is now?
