[Diaspora] Spacer elevators

NASA has awarded more prizes in its competition to demonstrate nascent
technologies needed to build a space elevator. Recent winner: a climber
module that ascends a 1000m cable at 2m/s using a land-borne stationary
laser for power. That's good for almost a million bucks in funding to keep
trying. This is (not rapidly) moving out of "sufficiently advanced"
territory and into "okay what's next" space.
