Hey Dan,
Thanks for the question. Forcing a concession without consequences
means that the ship remains undamaged, which is of advantage to a
pirate who wants to slip it out of the system. So a ship built for
piracy will typically invest in one weapon system (and not split it
between three). It will have an aspect it can use, and (perhaps) will
be able to use an aspect of the target ship as well as perhaps the
system.
I'm pretty sure that's what we were thinking -- so not free-
taggables, but a solid investment of fate points to achieve a strong
result. Of course, if one of the PCs isn't manning one of the
stations during combat, there is nothing to stop them trying to put
an aspect on the combat. Perhaps a science officer or a navigator
after the first round can roll to make a declaration that would
become free-taggable.
