Readers of this list will be reassured to discover that NASA has  
guidelines in place to help those proposing reactionless drives.

The abstract (p. 4 of the file) mentions that NASA receives roughly  
one amateur proposal per workday. Until these issues are solved, it  
looks like we'll continue to spit r-mass out the back of our engines,  
as in Diaspora.
