We chose not to change it as the text as written represents the outcome of
substantial playtest. We did, however, go back and forth on it a couple of
times so I think it's safe to say that playing this one way or another is
not likely to have a huge effect. Probably suiting the tastes of the table
will have much greater effect, so this is a prime point for a house rule.
