[Diaspora] Quick Social Combat question

In the social combat system, Maneuvers are usually used on zones. That's fine.
In the text, it mentions that using Maneuvers to put aspects on other
people during Social Combat is also possible, though more rare. Also
fine.
Problem is: neither the summary chart nor the text on Maneuvers
mention how that will shake out in play. Specifically: do range
modifiers apply? (I think yes.) For that matter, do range modifiers
apply to Maneuvers vs. zones you aren't actually in? (Also yes?)
And can Maneuvers to put aspects on zones still be opposed by some
other player, or is that using a skill out of turn to defend someone
that isn't you? (I think yes.)
