[Diaspora] Availability of high tech weapons

We're just starting out, and a player asked

I couldn't find anything specific in the rules, so I replied


I guess there's 3 ways we could run this:

1. The technology is lost. In this cluster, you can't get a T4 
device. 

2. The technology is rare. Anything high tech is hard to find, and 
would require something like Brokerage to find.

3. The technology is expensive. Use the rules in the book: it would 
be 2 levels more expensive (i.e. your Asssets check would be at -2) 
when bought at a human system.
