[Diaspora] Tagging the Crew

I think it was someone on this list that mentioned a house rule of being able to tag PC aspects when playing the starship mini-game. I used this last night, and it seemed like a nice improvement. (And of course hard to abuse, because you only get to tag one per scope, and I'd consider "crew" a scope.)
