It takes 3 *shifts* to leave. You can get a roll such that you have more
than three shifts to burn with. Your V-shift rating limits the number of
bars (zones?) you can move but you can still spend tons of shifts on the
penalties between bars at the edges.

Overburn is only for calculating travel times. It does not apply to ship
combat. That's why it seems poorly integrated. :D
