[Diaspora] Revolt on Antares hack #2

Hmm... I thought I'd posted this here and just not got any response,
but I'm not seeing another post from me about my Revolt on
Antares/Diaspora project on the archives.  So, rather than post the
whole thing again, I'll just link to my blog post about it:

Long story short, it's an attempt to reconcile the idea of keeping the
whole table involved with creating the setting (a la my earlier
repurposing of the Cluster creation rules to define the various
Houses) while allowing for a fundamentally unbalanced setting detail
(the noticeably more powerful Terran Imperial presence on the world).
Feedback, here or there, would be appreciated - I'm hoping to sit down
with my actual Diaspora group and run through these, but I think we'll
probably wind up playing ACTUAL Diaspora before working on my little
pet project, so comments and criticism will be a big help.
