OK, I've read through some of the relevant posts there, and I think I'm 
a bit clearer on this now. But let's see that's really the case :)

The impression I get from that is that when a compel is offered, 
essentially the compeller is saying "you can have a fate point if you're 
willing to make your life more complicated". The compelled can then 
choose to take the fate point and have his life complicated, or can 
counter by offering his own fate point to the compeller and saying "nah, 
I don't need any more complication". So the compel is accepted then the 
target gains a fate point, but if the target rejects it then he must pay 
the compeller a fate point. But if the compel is rejected, then the 
target does not suffer any complications.

e.g. a pilot has an Aspect of "takes crazy risks". He's flying his ship 
through a debris field, ducking and weaving through bits of spacecraft 
wreckage. The GM offers a compel (and a fat point) on that aspect 
whereby the pilot spots a gap between two tumbling bits of debris that 
he thinks the ship could get through. If the pilot accepts it then he 
gains a fate point and decides he needs an adrenaline rush - he can make 
a piloting skill roll, but if he fails the roll then there will be a 
complication (e.g. the ship clips one of the bits of wreckage and 
suffers some damage). If he rejects it, then he must pay a fate point, 
and the character decides that he's not feeling that crazy at this point 
and instead flies a less risky path through the debris field (e.g. he 
makes a piloting roll, but failure only means that it takes a bit longer 
to get through the field).

Am I on the right track there?
