I'd suggest that each of a world's UPP listings is an Aspect that can be 
tagged:

eg
Thin, Tainted Atmosphere
Orbital Starport (A)
Law Level 6
Impersonal Bureacracy

Also Trade Classifications:
Agricultural World
Industrial World
Vacuum World
etc.

Also, consider that some worlds have a kind of stunt that is a 
disadvantage for players:
Low Gravity Stunt -- If Zero-G skill is lower than Dexterity, movement 
rolls are -1
High Gravity Stunt -- If Endurance is lower than Dex, move at -1
Tech Level 4 -- Credit purchases of higher TL equipment are penalized.
etc.
